If the programs you can't open are actually the program's exe file download the "EXE File Association Fix" at the link below. But I seem to be fixed now. You can delete this file and then restart the computer to rebuild the cache and hopefully get all your icons and shortcuts back. Note that my file association problem was most likely caused by a registry change when the PC became infected with the Fake Windows XP Security malware.
